Indictment and Judgment

Published here in full are the indictment against Ruben Vardanyan and the judgment delivered in his case by the Baku Military Court of Azerbaijan. The indictment comprises 1,945 pages and the judgment 1,357 pages.

The judgment attributes criminal responsibility to Ruben Vardanyan through an alleged “criminal organisation,” whose activities it traces across thirty-six years, including events dating back to 1988–1994, when Vardanyan was approximately twenty years old and a student. It identifies early December 2020 as the point at which he allegedly joined this organisation, although he was then living in Moscow, and cites humanitarian and charitable funding among the conduct used to support its conclusions, including funding treated as financing of terrorism.

The judgment is published in an English translation prepared from the original Azerbaijani text, while the indictment has been translated into English from its Russian-language version.

The documents are made publicly available to enable independent examination of the proceedings, the evidence relied upon, and the legal reasoning behind Ruben Vardanyan’s conviction.
